"The county is accepting applications from local governments for its Urban Water Quality Grant Program, a partnership that helps reduce urban runoff pollution from fouling area lakes.<br />

The county wants to partner with municipalities to improve old storm drain outlets that dump untreated water and litter into our lakes....<br />

The grants help build stormwater sediment basins to capture trash and phosphorus-laden debris such as yard or pet waste from urban areas that otherwise wash directly into lakes and streams when it rains. The basins capture the debris by giving it an area to ‘settle out’, preventing it from entering the water, and allowing for safe disposal at a later time. Phosphorus is the main culprit that leads to smelly, unsightly lakes.<br />
<br />
For the first time ever, municipalities that contain one of the county’s top ten pipelines that discharge large amounts of sediment and phosphorus into lakes will be eligible to receive a 75% cost share to address their runoff.<br />
<br />
Other municipalities with eligible projects that will also make a difference could receive a 50% cost share from the county if their application is approved. A total of $1.5 million is available for this year’s grants....."<br />

Below, you see the curtain for a "boom-and-curtain" installation at the beach. This curtain is part of a pilot project, since 2010, to keep algae and scum out of the swimming area. The van in the rear houses equipment to filter the water inside the curtain. They even use UV light to sterilize the water. It uses LOT$ of energy.<br />

This pilot project, for two beaches, was estimated to cost $60,000, not including staff time.<br />

During that time, Steve Vanko and David Thompson documented--with the photos shown below--<b>13 sediment spills</b> to the bay, and one extreme dust incident.</span></span><br />

<span style="font-family: inherit;"><span style="background-color: white; color: #333333; line-height: 20px;">Since both Vanko and Thompson were out of town for weeks at a time, and some storms occurred at night, so additional spills probably went undetected.</span></span><br />

<span style="color: #333333;"><span style="font-family: inherit; line-height: 20px;">A lawyer for Ghidorzi Companies claimed that the muddy plumes in the bay come from other construction sites nearby. We can refute this claim in several ways. For some of the sediment spills, there was no other construction site in the area at the time.</span></span><br />

<span style="color: #333333;"><span style="line-height: 20px;">And for every event, we can either show with photos that there was indeed much muddy runoff coming off the site, and going into the stormsewer, or we can show sediment in the gutter, along with other deficiencies in erosion control at the time of the storm. And, we often take photos of other stormwater outfalls into the bay, showing they do not have muddy plumes.</span></span></span><br />

I checked the site twice--once in early morning, and the other in the afternoon. On both occasions, muddy water was seen leaving the north end of the site, both onto Fish Hatchery Rd, and onto Park St, then running down the gutters and into the storm sewers.</span><br />

So two retired firefighters who live on the bay, Steve Vanko and Tom Ulrich, have formed a team--to clean up the next mess--and DELIVER THE DIRT to those responsible.<br />

The first "action" came Dec. 19, when a large "trackout" of mud from Ghidorzi on Fish Hatchery Rd was noticed at 4:30 pm. Probably more than a hundred pounds of mud, much of it in large clods, was spread about a block south of the construction entrance.<br />

The "rapid response team" of three was ready to go by 7:00 pm, with one "backup" on call. The rush was to get the mud before the blizzard started. But to our as surprise, Ghidorzi had already cleaned it up!<br />
<br />
Possibly they saw me photographing, and beat us to it. Or even better, perhaps they had a change of heart--after six months of pollution.<br />

During both storms, large amounts of Styrofoam fragments <i>(white, above) </i>washed into the bay. After Steve complained, a Vactor truck came to skim Styrofoam from the bay, achieving about 85-90% removal. The photo above shows Styrofoam remaining <u>after</u> the cleanup.</span></div>

On June 3, white stains from concrete work by Raymond P. Cattell, Inc., were observed running down the gutter towards a sewer opening near Frances St. The stormsewer receiving the concrete waste probably empties to Monona Bay, a popular fishing location.<br />

Cattell was repaving a portion of W. Johnson St, and the white stains were probably a concrete slurry resulting from cutting concrete with a saw. This slurry is as caustic as concrete washwater.<br />

It's at the corner of S. Park and Parr streets, less than a block from Monona Bay. Environmentally, it's a sensitive location--Monona Bay is popular with fishermen.<br />

</div>The resident notified DNR personnel, who then contacted Rick Wenta, Public Health and Environmental Protection, under the City's Health Department. <br />

<em>Update 2/21, based on email from R. Wenta: </em><br />
"Generally, water from inside a structure is considered waste water, which has to be discharged to the sanitary sewer. (There are some exceptions; foundation water is one example.)<br />
<br />
There are no provisions for filtering, then pumping the waste to the storm sewer. Under the state plumbing code, a floor drain collects domestic wastewater which must be directed to the sanitary sewer.<br />
<br />
Public Health Madison and Dane County is responsible for enforcing Madison General Ordinance 7.46 which states: it is illegal to discharge potentially polluting substances to the storm sewer."<br />
<br />
Next, a truck for pumping septic systems drove onto the site and began work. It wasn't clear weather their services had been previously planned by <strong><span style="color: black;">Barriques</span></strong>, or whether it was a response to the complaint.<br />

Several years ago, a well on the near East Side had to be permanently shut down, because of industrial contamination. This is a site of special concern, because it's just a few feet from Lake Monona. So Monday afternoon, I looked at the site.<br />

All but one of the stormwater inlets had been excavated--the remaining one was still unprotected, next to some very dirty pavement. It's likely this inlet didn't lead directly to the lake, but rather to the unfinished excavations.<br />

On page D-6 of the specs, it states that the contractor is aware that water pumped during dewatering operations has to be filtered, and gives detailed requirements.
